WCM: Time Frame Check

Greetings Experts, Gurus and SAP Sages!

I am trying to come to terms with the exact workings of the Time Frame check functionality. As per the documentation here (Check: Time Frame - Work Clearance Management (PM-WCM) - SAP Library) I understand the settings in the Application Profile influence the Time Frame check in the following manner:

i)"2 - No check" will disable any checks related to this functionality (other checks, like the Reference Object check or Conflict check are naturally unaffected (Check/Simulation - Work Clearance Management (PM-WCM) - SAP Library)

ii)"1 - Check operational condition" - if this setting is made, then there will be a "Time Frame Check" error message blocking the switching to BTG, BTUG, BUG status if there is an active WCI in a BTG, BTUG, BUG, PTAG, PTST status with a different Operational Condition in the same Operational Group. Operational Type is not relevant.

So if there are WCIs for the same Object in status ITG with the OC, OT & OG respectively:

WCI1   ON      E   E
WCI2   ON      E   E
WCI3   OFF     E   E
WCI4   OPEN  M   M

then after WCI1 is switched to BTG:

WCI2 - can be switched to BTG (because it is the same Operational Condition)
WCI3 - can't be switched to BTG (because it is a different Operational Condition in the same Operational Group)
WCI4 - can be switched to BTG (despite being the same Operational Condition, because it is in a different Operational Group)

But for the default setting:

iii)"Check oper. condition and oper. type (standard setting)"

For the same WCD data:

WCI1   ON      E   E
WCI2   ON      E   E
WCI3   OFF     E   E
WCI4   OPEN  M   M

I do not see any difference in the system behaviour (WCD2 and WCD4 can be switched and WCD3 can't), furthermore, if the data is changed so that WCD3 has a different Operational Type, I'm still not able to switch the WCD3 in either setting.

WCI1   ON      E   E
WCI2   ON      E   E
WCI3   OFF     E   X
WCI4   OPEN  M   M

So a couple of questions that I have is:

1) What is the difference between the settings iii) standard setting and ii)"1 - Check operational condition"? What is the importance of the Operational Type?

2) Is it possible to activate the Time Frame check to happen if the OC, OG, OT are the same - so that in the above examples, WCI2 can't be switched after WCI1, until it is tagged/untagged? Or would I have to resort to BADI implementation?

3) SAP Help linked above mentions: "If another entry already exists using an intended operational condition/type, the technical object can not be switched, unless the intended operational condition/type and the one already available have been entered as permissible in Customizing."

Does that mean that I could set a combination of Operational Conditions in the same Operational Group to be permissible for swithing, even if the Time Frame check is active?

i.e. In the above example, can I make the WCI3 switchable to BTG after WCI1 by making the Operational Conditions ON and OFF permissible, while the Application Profile has a setting other than 2? If yes, where is that done in Customizing?
